In coordination with the Missouri Motorcycle Safety Program (MMSP), the Cape Girardeau Career & Technology Center (CTC) is proud to partner with Lawless Harley-Davidson to offer the MSF-certified New Rider Course/Basic Rider Course (NRC/BRC) motorcycle safety training. The New Rider Course/Basic Rider Course (NRC/BRC) is aimed at beginning or re-entry riders. 

The course consists of:

• A 5-hour online training program that MUST completed before your scheduled class weekend of hands-on training;

• A combination of guided instruction and practical riding exercises in a controlled, off-street environment. 

• An on-bike skills test & written exam. 

Motorcycles are provided for you to use during the class and helmets are also available on a first-come/first-served, free loan basis if needed. Motorcycles used in the class are Harley-Davidson training motorcycle (500 cc) street machines.

Upon successful completion of the course, you will receive a course completion card which will assist you in obtaining a motorcycle endorsement on your license. Completion of the class may also qualify you for reduced insurance premiums on your motorcycle policy (please check with your insurance provider for details). 

NOTE:  You must attend all sessions and pass the exam and skills test to receive the course completion certification card.  The Missouri Department of Revenue will waive both the written test and the riding skills portion of the motorcycle endorsement process when you present your completion card at the DMV.

PAYMENT IN FULL IS REQUIRED TO RESERVE YOUR SEAT IN A CLASS. The cost for the NRC/BRC is $235. The course fee includes the cost for the online training that you MUST complete before attending the in-person/on-bike training. $135 of the total fee is non-refundable, should you choose to withdraw from the class (see the Withdrawal & Cancellation Refund Policy below or refer to the CTC course catalog for the complete refund policy). As stated above, no refunds will be given if you are unable to complete the course for any reason.

Requests to change your class date must be made a minimum of 14 calendar days before the start date of your class. For example, if you’re scheduled to take the BRC that starts June 20th and you want to transfer to another weekend, the last date you can transfer to another weekend is June 6th.

PAYMENT IN FULL is required to register for the class and $135 of your class fee is nonrefundable. You are eligible to receive a partial ($100) refund, if you contact us to withdraw from a class with 14 or more calendar days’ notice. If a class is canceled by the CTC, you will receive a full refund. Failure to complete the required 5-hour online course before your class start time, or failure to complete the hands-on skills portion of the course for any reason or inability to complete the course, does not entitle you to ANY refund.

All courses are held rain or shine however, class will be paused if lightning or severe weather conditions are present.  If weather prohibits the class from completing we will try to schedule you into the next available class or issue you a refund if a suitable class date is not available. Refunds are processed during regular business hours in the main office at the CTC.

• Photo ID: Enrolled students MUST bring one of the following forms of I.D. with you to class to present to your Rider Coach:

  • Valid/Current Driver’s License (any state)

  • Valid/Current-International Driver’s License

  • Current State-Issued Student Driver’s Permit

  • State Issued I.D.

    **Please Note: According to state statutes Military IDs cannot be used for this purpose.

• Proper Riding Gear

  
  1. Sturdy over-the-ankle low-heeled footwear (sturdy boots or high-top hiking-type boots – not canvas). What will NOT work: Regular sneakers, (i.e., Converse basketball shoes are not "sturdy"). Any shoes that do not fully cover the ankle and/or are not sturdy will NOT work.
  2. Long (non-flared) HEAVY denim pants or riding pants.
  3. Long-sleeved shirt or jacket (remember summer temperatures, light colors are better).
  4. Full-fingered gloves (preferably leather, but any non-slip glove will do).
  5. Eye protection (sunglasses, prescription glasses, goggles, or a helmet with a face shield).
  6. A 3/4 or Full Face Motorcycle Helmet is required for the training. You are required to provide your own undamaged (no previous accidents/crashes)D.O.T. approved 3/4 OR full face helmet to participate in the riding exercises of the BRC course.  The open face, or "three-quarters" helmet covers the ears, cheeks, and back of the head, but lacks the lower chin bar of the full-face helmet. Full-faced helmets cover the jaw and chin, completely enveloping the head of the rider to keep you safe.   NOTE: If you do not own and cannot obtain a (D.O.T. Approved) helmet, we have a limited number of loaner helmets available for you to borrow. 

  In the event we do not have a helmet available or do not have one in your correct size; you won’t be able to participate in the training course and will be asked to leave and forfeit your paid tuition.

  
  7. Rain Gear: (if there is a chance of rain).
  8. Sunblock/Sunscreen.

Motorcycles are supplied by the Lawless Harley-Davidson motorcycle dealership. Personal bikes are not allowed to be used in the New Rider Course/Basic Rider Course per MSF guidelines.

The Motorcycle Safety Foundation (MSF) is the internationally recognized developer of the comprehensive, research-based, Rider Education and Training System (MSF RETS). RETS curricula promote lifelong learning for motorcyclists and continuous professional development for certified Rider Coaches and other trainers.
